Layers window improvements

1. Re-order measurements/callouts e.g., position A1 between A3 and A4

2. Display using sequential numbers (1-999)

3. Display using custom icons (we can supply a bunch and allow for users to upload their own)

4. Forward and background buttons so users can create a “story mode” a la Sketchfab or Cesium

5. Group/Folder

   1. folder will have an option to display measurement total, and have some measurements be able to subtract from the total -- useful for roof measurements

   2. option to hide folder from public viewers

      1. options: Visible to:

         1. All

         2. Only Me

         3. Inspectors (Inspection Links only)

         4. Collaborators (login users).

   3. Folders assigned to Variants

      1. Callouts and measurements only visible for each facade of a building

6. History of each callout

7. URL to each callout
